Paranoid Pandemic
After the incident at the KROT facilities in Siberia in the early 2000's, and the subsequent viral outbreak in nearby cities, Russian authorities were forced to disclose the news of the Soviet experiments being conducted, namely the military cloning project, and appealed to former Soviet states to take precautions in the likelihood that similar incidents could occur in old laboratories in their territories. For almost two decades, while old facilities were investigated, there were no reports of any similar outbreaks, thus giving way for laxity. However, recently, a mysterious viral outbreak has occured in Livonia, contained to the Nabdor region bordering Russia's western territories. It has thus been determined that a similar incident has somehow occured, and thus the Livonian Defense Force has been deployed to quarantine the area. Despite this, they have failed to maintain a presence in the region proper, and thus have given permission for the FSB to deploy their Alpha team, the same unit that had dealt with the KROT facility, to deploy into their territory.
